NC State must pay a variety of charges to its international partner institutions and organizations to hold places for study abroad students. Other program expenses are incurred well before the program begins based on the number of students who sign up. Therefore, it is not possible for payments to be refunded in-full if a student chooses to withdraw from a program. All withdrawals must be made in writing and submitted to the Study Abroad Office (SAO).
Please note that only in extremely exceptional circumstances can these policies be modified.
All Programs
Participants in any program who choose NOT to participate in a non-mandatory program activity (such as a field trip, excursion, cultural event, etc.) will NOT be refunded any portion of the program fee.
The NCSU Study Abroad Office portion of the application charge is only refundable if you are not accepted to the program. Students who withdraw their application before decisions are made will not be refunded the fee. Any additional portions of application charges are subject to the refund and payment policies of their respective organizations.
A student who withdraws may apply the NCSU Study Abroad Office portion of the application charge to participation in a different program in the same year or a future program.
If a student voluntarily withdraws from a study abroad program after application to the program but prior to the start date of the program, the student will be refunded the program cost, excluding application charge and any portion of the program cost which is unrecoverable* (pre-paid meals, pre-paid room reservation deposits, etc.) Even if the student has not yet paid the full program balance, he or she is obligated to pay the SAO for any unrecoverable expenses incurred on the student's behalf. This may require the student to pay part of the program cost to the SAO, even if he or she does not attend the program. It is therefore in the student's best interest to notify the SAO immediately when making a decision to withdraw.
If a student withdraws from a study abroad program after the program officially begins, no money will be refunded.
If a student is required to withdraw from a study abroad program for academic or conduct reasons after the program officially begins, no money will be refunded.
Students in any program who choose NOT to participate in a program activity, either mandatory or non-mandatory, (such as a field trip, excursion, cultural event, etc.) will NOT be refunded any portion of the program cost.
*Certain NC State Summer programs are not required to submit program balance payments to the Study Abroad Office. Students should consult these programs' Faculty Director for refund policies.
*Unrecoverable costs may include expenses for both individual and group services. Individual expenses are items such as airline tickets or pre-paid room reservations. Group expenses may include bus rentals or payment to guides. For example, if the program budget is based on a minimum of 15 participants, and the 15th student withdraws, then a portion of the cost for some group services also becomes an uncoverable loss.

Overall numbers of incoming and outgoing exchange students must balance over time. The refund decision often depends on negotiation with the partner institution for "release" of the slot, in which case it is not counted.
In the acceptance letter from the SAO, applicants are given a due date for returning the Study Abroad Program Agreement of Participation. After this due date, but before the due date for tuition, students may withdraw from the program with no further payment only if the host university agrees to the cancellation or if another candidate is accepted in the student's place. Similarly, full-year students who wish to reduce their exchange to a single semester can only be released from their payment obligations if the host university agrees. Payment obligations include tuition and fees for direct exchanges or tuition, fees, room and board for ISEP exchanges.
After the tuition due date at NC State (late July for Fall Semester, early December for Spring Semester), students can no longer be released from their exchange slot, and no refund will be made. For year-long exchanges, the first tuition due date applies for the full year. If a student withdraws from the exchange after the tuition due date but wishes to enroll at NC State during that same semester, their 'slot' is already occupied by the incoming student, and they must pay a full additional tuition and fees charge.
This refund policy applies only to NC State Direct Enroll slots at partner institutions IF billing is done through the SAO.
